A combinatorial optimization model for post-disaster emergency resource allocation using meta-heuristics

Disasters are large-scale disruptions for the society that cause damage to human lives, infrastructure, and ecosystem. Multiple emergencies emerge, which need be handled resolved efficiently minimize impact of disaster. Therefore, an effective efficient emergency response system optimally allocates resources services is essential. This paper proposes a methodology model this situation as optimization problem can solved using meta-heuristic algorithms. In proposed model, four meta-heuristics, namely Particle Swarm Optimization, Cuckoo Search, Grey Wolf Optimizer, iLSHADE-RSP algorithm, have been used allocate services. A benchmark dataset consisting 16 situations prepared analyze model. The conducted empirical analysis demonstrates applicability algorithms in locating near-optimum solutions considered situations. convergence statistical tests performed test validity significance experiments.
